Research design

The empirical research undertaken in this project concentrates empirically on three migration systems within which irregular migration is an important component of overall migration towards Greece.

  • Balkans to EU migration system: Albania to Greece;
  • Eastern Europe to EU migration system: Georgia and Ukraine to Greece;
  • South Asia to EU migration system: Pakistan and Afghanistan to Greece

We aim to adopt two levels of comparison:

  • Within each migration system, viagra sale
    between the two countries studied (in the case of Ukraine and Georgia and in the case of Pakistan and Afghanistan). We shall compare the networks of irregular migration at play, unhealthy the factors and actors identified, the policies adopted and implemented and how these policies affect the irregular migrants plans and actions.
  • Among the three migration systems, we shall identify and compare the dynamics that characterize irregular migration and its governance in each migration system with a view to arriving at conclusions that could be generalised.

At both levels of comparison we shall seek to make contributions to the scholarly literature regarding how globalisation forces affect irregular migration as well as to identify key messages for policy makers.

Methodology

Going beyond the nation state paradigm and methodological nationalism, the project identifies the network of actors and factors that shape irregular migration. It investigates how state policies interact within this network of actors and factors at specific nodal points, i.e. at specific points in time and place, when a policy becomes relevant in the migrant’s decision making.

We assume that at a nodal point, the migrant’s intentions and needs are crucially shaped by the absence or presence of a given policy. The absence or presence of a given policy does not only refer to the existence or absence of a relevant policy measure. It equally refers to the extent that the immigrant is aware of such a policy, and to the ways in which implementation practices of the administration make the policy effective and reach out for the immigrant. We adopt a complex understanding of the policy process that involves three elements: a) the existence or absence of a specific policy/measure; b) the implementation of this policy/measure; and c) the migrant’s knowledge about points (a) and (b).

We thus shall speak about:

  • Potential nodal points (where the migrant’s decision and action could or should have been affected by a specific migration control policy)
  • Missed nodal points (when the migrant was not aware of the policy and hence was not affected)
  • Ignored nodal points (when the migrant knew about the policy but chose to ignore it and kept the same decision or course of action)
  • Actual nodal points (when the policy changed the plans and actions of the migrant and her/his household)

The project is ethnographic in its methodological approach but brings together the findings from a multi-site ethnographic fieldwork (interviewing irregular migrants and their families at destination in Greece and at the country of origin and/or at important transit places, e.g. Istanbul, Turkey) with policy analysis (analysis of policy documents, of relevant scholarly studies, and of interviews with policy makers and other stakeholders).
